Victor Duggan is a former consultant with the then-PREM Trade Division in East Asia and the Pacific region, within the World Bank. He has seven years of public and private sector experience across five continents, with a particular focus on financial sector development and access to finance. Prior to joining the World Bank, he was an economic advisor to Joan Burton TD, then Ireland's Minister for Social Protection. He holds an MPA from Columbia University and an M.Econ.Sc. from University College Dublin.
