Victor Osei Kwadwo is a governance and public policy specialist with extensive international experience across Africa, Central Asia, and Europe. He is currently based in the Netherlands as the Director for Governance and Development Advisory (GDA), where he combines applied policy consulting with academic research and teaching. Since 2020, he has worked with the World Bank on large-scale water, sanitation, and climate resilience programs in Zambia, South Sudan, Nigeria and Sierra Leone. He has also worked with the World Intellectual Property Organization, Castalia Associates and the OECD/UCLG as a consultant. Previously, Victor lectured at UNU-MERIT, Maastricht University, where he coordinated and taught courses in public policy, governance, and human development. He holds a PhD in Economics and Governance from Maastricht University, a Master of Urban Planning and Policy Design from Politecnico di Milano, and a Bachelor of Science in Development Planning from Kwame Nkrumah University of Science and Technology in Ghana. His professional interests include development economics, multilevel governance, institutional reform, water and climate governance, and the role of public policy in shaping inclusive development.
