Mr. Vinay Sharma, a civil engineer by training, has over forty years of experience in public procurement, policy formulation, and project management. He has held senior roles in international development banks and government organizations, contributing to the development of procurement frameworks and policy reforms.
Since July 2022, Vinay has served as an Independent Senior Policy Advisor, working with Multilateral Development Banks and governments on policy issues and procurement for large infrastructure projects. His assignments have included cross-border initiatives and institutional policy work.
From June 2017 to June 2022, he was the Global Director for Procurement at the World Bank, where he oversaw the implementation of the procurement framework, focusing on transparency and efficiency. He also managed the Multi Donor Trust Fund for Procurement, which supported research on procurement practices. Prior to this, he was Director of the Procurement and Fiduciary Services Department at the African Development Bank, where he led procurement policy updates through stakeholder consultations. He also spent one year as the first Director of the African Development Bank’s Anti-Corruption and Integrity Department.
Earlier in his career, Vinay worked for more than 16 years with Indian Railways, Konkan Railway, and Delhi Metro. This period gave him practical experience of procurement from the borrower and project implementation perspective.
He holds a Master’s degree in Structural Engineering. His work continues to contribute to procurement practices and infrastructure development, and he remains active in international policy discussions.
