Senior Public Sector Specialist

Virginia Horscroft is a Senior Public Sector Specialist in the World Bank’s Institutions Global Department. Her work focuses on public service delivery and digital transformation, policy and institutional reform, decentralization and local governance, and political economy. Since joining the World Bank Group in 2009, she has led development policy operations and investment projects in Fiji, Kiribati, Papua New Guinea, Samoa, Solomon Islands and Tonga, as well as a range of regional analytic programs.

Prior to joining the World Bank Group, Virginia served as a Senior Economist in the Ministry of Commerce, Business Development and Investment in Fiji under the Overseas Development Institute Fellowship Scheme, and worked as a consultant to regional and international organizations on trade policy and negotiations. She holds a DPhil in Development Studies from the University of Oxford.
