Virginia is the Bank’s focal person for activities related to road transport services and international logistics operations. She leads the formulation of related strategies and policies and the design and implementation of training activities. Before joining the Bank, Virginia worked in the United Nations (UNESCAP and UNECE) dealing with transport facilitation and road transport and road traffic safety issues. Prior to that, she was Director General in the Romanian Ministry of Transport in charge of the transport policy negotiation of Romania’s accession to the European Union. She held multiple senior level positions with UNECE's Inland Transport Committee, Van Miert Group, TINA (Transport Infrastructure Needs Assessment), Pan-European Transport Corridor IX and Transport Area of Black Sea and the International Road Transport Union. Virginia holds a Master degree in Engineering from the Construction Technical University of Bucharest, Romania.
