Senior Procurement Specialist

Walid Dhouibi is a Senior Procurement Specialist at the World Bank Office in Rabat, Morocco. He joined the World Bank, for the first time, in 2010 as a Procurement Specialist in Tunis Country Office, then rejoined the Bank in September 2018 as a Senior Procurement Specialist in Rabat, Morocco. In the years in between, Walid served as a Senior Procurement Officer at the African Development Bank Office in Burkina Faso (2015-2016), and as a Senior Procurement Consultant at the International Fund for Agricultural Development (2016 – 2018).  His most recent position before rejoining the Bank has been as a Special Advisor to the President of the High Authority for Public Procurement (HAICOP) in Tunisia. 
 
Walid has over 20 years of professional experience in procurement and project management, including leading and promoting Public Procurement reform dialogue, supporting reforms implementation and providing sound operational procurement services to a wide variety of Bank-financed investment projects in different sectors including infrastructure (water, energy, agriculture, transport), human development (education, health, social protection) as well as governance and private sector development, in Djibouti,  Morocco and Tunisia. 
 
Prior to joining the World Bank in 2010, Walid performed various levels of responsibilities at both private and public sector in Tunisia , including as (i) a projects’ engineer at a large Tunisian private Holding Group (2001-2002); (ii) a government official at two public institutions in Tunisia [Agence Nationale de Protection de l’Environnement-ANPE (2002-2005) and Agence Nationale de Gestion des Déchets-ANGed (2005-2010)]; and (iii) a National Coordinator for a World Bank-funded regional programme in Tunisia (2004-2010). 
 
Mr. Dhouibi is a Tunisian National. He holds a master’s degree in industrial engineering from the Ecole Nationale d’Ingenieurs de Tunis (ENIT), and most currently a diploma from Harvard Business School after having completed an 18-month Executive Education program in Data & Business Analytics at Harvard Business School.
