Senior Economist, Strategy and Operations for Development Finance, World Bank

Xubei Luo is a Senior Economist in the Strategy and Operations unit of the World Bank’s Development Finance Vice Presidency.  Since joining the Young Professional Program in 2005, she has worked in the operation, research, and evaluation departments, and conducted country work in the East Asia and Europe and Central Asia Regions. Prior to this assignment, she task managed the partnership and joint research in e-commerce between the World Bank and the Alibaba Group, China.

She has been a lead author for Bank reports and evaluations on poverty, investment climate, and public expenditure tracking. She led the enterprise aspect of the World Development Report 2014, Risk and Opportunity. She has co-authored a book of Multilateral Banks and the Development Process: Vital Links in the Results Chain (published by Transaction Publishers, 2012, and Routledge, 2021), and published over 50 articles. She is ranked the top 10 percent of authors by all-time downloads on SSRN. Her research interests includes macroeconomic policy, poverty and inequality, private sector development, supply chains, labor market, digital economy, results chains, and monitoring and evaluation.
 
She holds a Ph. D. in Economics from International Development Research Center (CERDI), University of Auvergne, France, and three MAs in Project Analysis, Development Economics, and Economic Policy from CERDI, and an MA in Finance from Sun Yat-Sen University, China.
