Dr Y-Ling Chi is a Technical Analyst at the International Decision Support Initiative, based at Imperial College London. At iDSI, her work focuses mainly on (i) supporting the Ministry of Health in Kenya in the development of the health benefits package and UHC plans, and (ii) supporting the HIV programmes in Kenya in an evaluation of an implementation support to the roll out of differentiated care pathways. Prior to iDSI, Y-Ling was a consultant at the Global Financing Facility, working on Domestic resource mobilisation strategies in Cameroon, modelling of fiscal space scenario in GFF countries and of health system efficiency. She has also worked as a health policy advisor for the Organisation of Economic Cooperation and Development, the Global Fund, the University of Geneva, and the University of Oxford. During those appointments, she worked on a wide range of topics, including provider payment, resource allocation methods (both at the national and global level), priority setting and mental health financing.

Y-Ling holds a BA and MA in economics from the Institute of Political Studies Paris (Sciences-Po) and a PhD in public health from the University of Oxford.
