Yann Doignon Sirven is the Infrastructure Lead (Energy and Extractives) for media and messaging, responsible for positioning the World Bank and managing institutional reputation for energy access, energy transition, and the sustainable mining of critical materials. Previously, Yann led messaging and content production in the South Asia communications team, helping senior management and technical teams engage effectively with stakeholders and speak strategically about the Bank's operational program and research. As co-lead for the Afghanistan Reconstruction Trust Fund (ARTF) replenishment communications strategy, Yann worked with the Bank's Kabul office and donors to deliver a unified narrative of evidence-based results achieved through international aid. Before that, he oversaw digital communications and social media at the Global Partnership for Education (GPE). A US-French national, Yann studied comparative literature at the Université de Poitiers, then headed to the University of Manchester in the UK to complete his research for a master's degree. He then lived in Oregon for three years, studying arts management, and then moved to Washington, DC, to work for the city's Commission on the Arts and Humanities.
