Yimin supports smart city strategies and action planning in World Bank client countries. Before joining the World Bank in 2023, Yimin held various roles with the Singapore government for 14 years. He took the lead in transitioning Singapore’s urban planning towards data-driven practices as well as establishing the ASEAN Smart Cities Framework for 10 ASEAN member countries. Additionally, Yimin led policy research on emerging trends and innovations and piloted solutions to ensure Singapore's readiness for the future.
Yimin's academic background is in Urban Planning and Geographic Information Systems and he holds a Master’s in Public Administration from Harvard University where he was a Mason Fellow. He also serves as an adjunct Assistant Professor at the National University of Singapore.
