Yoshihiro Saito is a Public Sector Specialist at the World Bank Nepal office based in Kathmandu. He has been providing technical and implementation support for operationalizing federalism in Nepal with a key focus on fiscal federalism. Prior to the World Bank, he worked on improving public administration issues in multiple countries, including Ethiopia, Kenya, Egypt, and Zimbabwe, with the UNDP. Previously, he also worked to enhance local governments’ service delivery capacity with INGO around the border areas between South Sudan and Ethiopia. He has a master’s degree in Governance, Public Policy, and Development from the Institute of Development Studies (IDS) at Sussex University in the U.K.. He is pursuing a Ph.D. in Public Policy and Administration, focusing on fiscal decentralization challenges in Nepal at King’s College London.
