Zaruhi “Zara” Tokhmakhyan is a Senior Infrastructure Specialist at the World Bank’s Urban, Disaster Risk Management, Resilience and Land Global Practice with over 15 years of operational experience. She joined the Middle East and North Africa (MENA) Urban and Disaster Risk Management Unit in December 2019, having worked at the World Bank-administered trust fund Global Partnership for Results-Based Approaches (GPRBA) starting in 2015. At GPRBA she served as Acting Head, managing the unit’s work program, strategic planning, resource mobilization and management, and shaping the Program’s new strategic directions. Previously, Zara worked on infrastructure projects in the Europe and Central Asia (ECA) region. Throughout her career at the Bank, Zara has led many lending and advisory operations in municipal water supply and sanitation, transport, solid waste, and disaster risk management in ECA, African and Asian countries, and MENA, and pioneered a series of successful public-private partnership initiatives. Zara has an MA in Urban Management and Public Affairs from Indiana University.
