Trade and Development Chart: Recent volatility in trade policy hasn’t been matched by trade flows

Despite recent trade tensions and heightened policy volatility, changes in export flows were relatively muted from January to April 2025.  Exports rose only 3 percent to 6 percent year-on-year across country income groups in that four-month period. Trade volatility was greater during the global economic slowdown in 2016 and the COVID-19 pandemic in 2020 and the subsequent recovery years.
