Gaël Raballand is a lead public sector specialist in the World Bank. He holds a PhD in economics and a degree in political science and international public law. He co-authored several World Bank books on transport, trade and customs in Africa and has also been involved in several customs reforms in Sub-Saharan Africa. He has been based in East Africa in the last 5 years working on public spending efficiency, governance and aid effectiveness issues especially on fragile and conflict affected countries, in particular Somalia.
