Noël Muller, a French national, is a Consultant Economist working on human development. He is based in Santa Marta, Colombia. His research and policy advice focus on aspirations and socioemotional skills and the education and employment policies that foster them. He has worked for the World Bank since 2013 and was based in Washington, DC, in 2013-17. Previously, he worked two years for the OECD Development Centre in Paris. He holds a Masters in International and Development Economics from Paris Dauphine University.
