Carolina Vaira is a Senior Governance Specialist in the Governance team in the Latin America and the Caribbean Region (LCR). She has worked for the last 17 years in analytical, advisory and lending operations in different regions and countries covering public financial management, GovTech, and judicial reform and fiscal transparency and citizen engagement in the budget and audit. She joined the World Bank in 2006 and has worked on governance and anticorruption programs at the national and local levels, governance in sectors, and judicial reform in Africa, South Asia, Latin America and the Middle East. Examples of the work performed include the implementation of the Open Data Readiness Assessment – ODRA in Malaysia analytical and operational work on public financial management in Mongolia and fiscal transparency in China. She is currently the task team leader for Improving the Performance of Non-Criminal Justice Services Project in Peru and the focal point for the Governance team in Brazil where she leads the Public Sector Management Efficiency Program – Progestao as well as issues related to governance and climate change. Before joining the Bank, She was a civil servant in Argentina’s Ministry of Economy and Ministry of Foreign Affairs and subsequently worked as a legal consultant on trade and antitrust issues at the European Commission (DG Competition), the World Trade Organization (WTO) and UNCTAD (Regional Integration Unit).
