Senior Digital Development Specialist

Dr. Zaki Khoury is a Senior Digital Development Specialist at the World Bank’ Digital Development Global Practice, and Task Leader of the Korea Digital Development Program (KoDi). His focus is on helping governments in advancing their data-driven digital transformation through enabling policies for digital infrastructure of the future (Cloud and AI), digital platforms and efficient services delivery, and effective use and reuse of data for innovative growth and development. He is currently supporting analytical and investment operations in East Asia Pacific and Middle East and North Africa regions.  

Dr. Khoury is trendsetter with a growth mind-set who authored and spoke extensively on issues of digital transformation, disruptive technologies, and digital development. He works collaboratively across sectors and is an active leading contributor to the Global work on Artificial Intelligence (AI) for Development and Data Governance in Middle East and North Africa. He is also a member of the OECD network of experts on AI (ONE AI). 

Dr. Khoury previously led Microsoft’s cooperation with international organizations in the Middle East and Africa and with the World Bank in the public sector. He also managed the business operations in the Gulf region and supported public sector digital transformation across emerging and new markets.  

Dr. Khoury holds a PhD in Planning (UdeM), an MSc. in Economics (UCL) and a BSc.in Engineering (AU). He has also continued his executive education in Business (Harvard) and Management (McGill).
