A segurança no trânsito é uma questão de equidade para as pessoas de baixa renda

​A segurança no trânsito talvez não seja o primeiro pensamento a vir à mente quando se fala de erradicar a pobreza. Mas a segurança no trânsito afeta sumamente as pessoas mais pobres do mundo.
 
Consideremos o caso da África. Enquanto todas as outras regiões do mundo registraram um declínio nas taxas de fatalidades rodoviárias de 2010 a 2013, a taxa da África aumentou. Esse continente tem agora a mais alta taxa regional de fatalidade com 27 mortes para cada 100.000 habitantes. A parcela no número total de mortes nos países de baixa renda aumentou de 12% para 16% no mesmo período. No entanto, esses países representam apenas 1% do número total de veículos do mundo. 

Pedestres e ciclistas são afetados desproporcionadamente por acidentes rodoviários. No Brasil, por exemplo, as motocicletas constituem 26% dos veículos, mas representam 52% de todas as fatalidades rodoviárias e uma taxa alarmante de 83% de lesões graves. Muitos dos afetados são jovens ou pobres sem outras opções de transporte.
 
Por esta razão o Grupo Banco Mundial e seus parceiros no Mecanismo Global de Segurança no Trânsito comprometem-se a trabalhar com nossos países clientes para cumprir o Objetivo de Desenvolvimento Sustentável (ODS) de reduzir 50% das fatalidades do tráfego rodoviário até 2020. Precisamos intensificar a ação no âmbito local, nacional e global para acelerarmos o progresso da segurança no trânsito nos países mais pobres e mais afetados, a fim de reduzir o impacto devastador sobre a sobrevivência das famílias, para não mencionar o impacto econômico negativo sobre o PIB desses países.
 
O último relatório da Organização Mundial da Saúde (OMS) mostra que as estimativas de fatalidades rodoviárias em âmbito global estão estabilizadas desde 2007. Mas continuam a ser inaceitavelmente altas em 1,25 milhão de mortes por ano. Se continuarmos neste caminho será um enorme desafio alcançar os ODS até 2020. Precisamos passar da estabilização para a prevenção e redução drástica das mortes nas rodovias.
 
A ausência de responsabilização e recursos são apenas duas razões por que não estamos no caminho certo. Por esta razão concordei em presidir a Segunda Conferência Global de Alto Nível sobre Segurança no Trânsito realizada no Brasil e na qual foi adotada a Declaração de Brasília sobre Segurança no Trânsito.
 
Para fazer progresso significativo os governos precisam comprometer-se agora a tornar a segurança no trânsito uma prioridade e começar a pensar de forma criativa como aumentar o financiamento em âmbito nacional. Talvez o resultado seja semelhante ao do Relatório Landau de 2004 que indicou como financiar o desenvolvimento por meio de um imposto internacional sobre passagens aéreas!
 
Países com alto desempenho em segurança no trânsito utilizam esquemas de financiamento dedicado, tais como impostos sobre combustíveis, imposto sobre seguros, coleta de multas rodoviárias e despesas gerais de capital a fim de assegurar a boa manutenção e que os órgãos afiliados disponham dos recursos de que necessitam para reduzir as fatalidades. Durante a conferência realizada na semana passada tornou-se claro que um financiamento inovador e uma sólida participação do setor privado são elementos críticos. Ambos são pedras fundamentais do Painel de Alto Nível da Federação Internacional de Automobilismo (FIA) sobre Segurança no Trânsito, dirigido por Jean Todt, Presidente da FIA e Emissário Especial do Secretário-Geral da ONU para Segurança no Trânsito, criado em 11 de novembro de 2015.
 
Programas como Mecanismo Global de Segurança no Trânsito (GRSF), do Banco Mundial, alavancam US$ 43 em compromissos de segurança no trânsito por cada US$ 1 investido por nossos doadores. O financiamento semente e a assistência técnica proporcionados por este mecanismo desempenharam papel significativo no aumento de nossos empréstimos para segurança no trânsito de cerca de US$ 239 milhões no exercício financeiro de 2015.
 
Esses fundos críticos dos doadores permitem aos países tempo para criar capacidade adicional, garantindo também o espaço físico interno necessário para manter as operações de segurança no trânsito. Lançado em 2006, os fundos do GRSF ajudam os clientes a criar sólidas estratégias de gestão de segurança no trânsito, bem como iniciaram e realizaram projetos em mais de 35 países em desenvolvimento, mobilizando cerca de US$ 850 milhões em investimento de segurança no trânsito.
 
Além disso, todos os projetos de transporte rodoviário do Grupo Banco Mundial aprovados no exercício financeiro de 2015 incluíram um componente de segurança no trânsito. Estamos convencidos de que todas as instituições internacionais que financiam a construção ou reabilitação de rodovias deveriam também incluir uma dimensão de segurança no trânsito em seus projetos.
 
Abrangendo a determinação de novas normas para cintos de segurança e proteção de crianças e o desenho de melhores rodovias, a melhoria da segurança no trânsito é uma responsabilidade compartilhada dos setores público e privado. Ao intensificarmos uma ação conjunta podemos colaborar de forma positiva para o benefício de todos, mas especialmente das pessoas mais pobres do mundo.

Hi Obayomi, it is good to think like that but i wish to advise you that Lagos is not a city where you could introduce a project like that except in the outskethch of the city. Lagos is a mega city that needs mega infrastructural investment that is central and durable. Your idea could be applied in rural communities with smaller population. Wastes from a central waste water treatment plant and other biowastes generated in lagos which is always huge can generate more effective energy. I am a Nigerian currently studying sustainable development in diaspora. Thanks, Emmanuel
