Dr. Zaki Khoury is a Senior Digital Development Specialist at the World Bank’ Digital Development Global Practice. His focus is on helping governments in advancing their data-driven digital economy, providing thought leadership on enabling policies for digital infrastructure of the future (AI, 5G, Cloud), ensuring the development and use of digital government platforms, and supporting investment operations in the MNA and AFR regions. He works collaboratively across sectors and is an active leading contributor to the Global work on Artificial Intelligence (AI) for Development and MNA Tech - Data Governance initiative.
Prior to joining the World Bank, Dr. Khoury previously led Microsoft cooperation with International Organizations in the Middle East and Africa (MEA) and with the World Bank in Worldwide Public Sector. He also managed the business operations in the Gulf region, and supported Public Sector digital transformation across emerging and new markets.
A trendsetter with a growth mind-set, Dr. Khoury authored and spoke extensively on issues of digital transformation, disruptive technologies, and digital development. As a recognition of excellence, he is the holder of the IIE Opening Minds Corporate Leadership Award, Microsoft Goldstar Award, and Young Canadian Researcher Award.
He is a member of the OECD network of experts on AI (ONE AI), and chaired the working group on Governing AI in less-developed countries at 2019 World Government Summit.
Dr. Khoury holds a PhD in Planning (UdeM), MSc. in Economics (UCL) and BSc. in Engineering (AU). He has also continued his executive education in Business (Harvard) and Management (McGill).
