Neil G. Ruiz is associate fellow at The Brookings Institution Metropolitan Policy Program. His research focuses on regional and state economic development, innovation, international migration, high-skilled immigration, as well as global economic issues. Prior to joining Brookings, he was a migration specialist and program manager at the Development Economics Prospects Group at The World Bank, a consultant for the Asian Development Bank, and a teaching fellow at Harvard University. Ruiz holds a Ph.D. in political economy from the Massachusetts Institute of Technology, a M.Sc. in economic history from Oxford University, and a B.A. in political science (High Honors and Phi Beta Kappa) from the University of California, Berkeley.
